PDF Files - Can't launch PDF file in compiled file

I need to include some PDF files in a project for an autorun cd. When I compile the site and click on the link to the PDF file the security dialog opens asking if I want to open or save the file, but either choice opens a box saying Internet explorer cannot fing the file. Any suggestions?
