I try to record online streaming radio (Bitrate 24 kbps & Sample Rate 22 Khz) into MP3 (Bitrate 128 kbps & Sample Rate 44100) but I found a problem after recording, the result always come along with "HISS" sound that noise all the time. I'm not an expert sound engineer, so I need more help from mR. Olgev to give me a best setting for filter, to get the best result without "hiss" anymore.

Well, i have a few suggestions:
1. Open windows mixer and set "Mute" under "Line In", "Microphone" controls (for playback)
2. Switch recording mode to Mono and use same bitrate as original stream 24Kbps or 32Kbps, also you can set samplerate to 22050Hz too. Sometimes low-level sound card may have a problems with resampling.
3. Increase recording level to 70% by VU-meter
4. If original stream contain background noise then you can activate Low-Pass filter with cutoff frequency ~16Khz
